Code Enforcement

The City of Naples is implementing a code compliance system that will make reporting and tracking of compliance problems available through the City Web Site. This service should be available early Fall of 2006. Meanwhile all complaints can be emailed to code@naplesgov.com or phoned in at (239) 213-5030 OR may be sent to the individual or department according to the type of complaint listed below.

Construction Sites

The City of Naples Building and Zoning Division has an inspector assigned to address construction site issues. The division also has a representative on duty evenings and weekends to handle complaints regarding construction activity. For questions or complaints on active construction sites contact the Building and Zoning Division at 213-5020 weekdays, 564-9109 after 5:00 p.m. and all day on weekends and holidays. The following limitations apply to construction sites:

  • Construction activity is limited to the hours of 7:00 am to 6:00 pm Monday through Saturday
  • Fencing, sanitary facilities and dumpsters are required on all active construction sites for new homes.
  • Per city codes, dust, debris and water run-off from active construction sites cannot overflow on to neighboring properties.
  • Storage of construction materials in the right-of-way is prohibited
  • Damage to neighboring properties is required to be corrected immediately.
  • Damage to the public right of way must be corrected prior to completion of the project or immediately if it interferes with public safety.
  • Construction and delivery vehicles may not be parked where they interfere with traffic.
  • Contractors will be required to post their phone numbers at the construction site.

All construction sites are required to be secured and inspected by the City prior to tropical storms and hurricanes and must comply with the above standards prior to commencing construction after a storm.

Solid Waste

The Solid Waste Management Division of the Public Works Department will arrange for special collections, and will notify homeowners and businesses of their obligation to comply with collection schedules, and other sanitation rules and regulations. Fees for noncompliance may be assessed by the Solid Waste Management Division through the addition of the fees to the customer's utility bill and based on the city providing for the collections of refuse and/or trash which is in non-compliance with the city's sanitation rules and regulations. Complaints concerning bulky items, illegal set outs, or trash in the right-of-way which is improperly stored for collection should be directed to this division.

Environmental

The Community Services Department oversees environmental issues. The following complaints should be reported immediately to this department or to Police after 5:00 p.m. or on weekends.

  • Damage or removal of mangroves, sea oats or other dune or wetland vegetation.
  • Dumping of substances or trash in waterways.
  • Alteration of shorelines and seawalls for beach or inland waterways.

Parks and Parkways

Community Services oversees parks and parkways and the City's public parks. They would address the following:

  • Removal or improper pruning of street trees.
  • Vandalizing buildings, equipment or landscaping in public parks.
  • Alteration of shorelines and seawalls for beach or inland waterways.

Streets and Sidewalks

The Public Works Department will address the following issues:

  • Damage or obstructions in the public right of way.
  • Missing or damaged traffic signs and signals.
  • Improper drainage and flooding of streets and sidewalks.
  • Damage or alterations to underground utilities including water, sewer and stormwater pipes and drains.
  • Unsafe sidewalks.
