VIPS Program

In his 2002 State of the Union Address, President George W. Bush announced the creation of the USA Freedom Corps, which is an effort to foster a culture of service, citizenship, and responsibility, building on the generous spirit of the American people. The www.citizencorps.gov/ Citizen Corps programs are part of the USA Freedom Corps initiative and share the common goal of helping communities prevent, prepare for, and respond to crime, natural disasters, and other emergencies.

One of the Citizen Corps programs is Volunteers in Police Service (VIPS), and it is administered by the U.S. Department of Justice. The goal of VIPS is to provide support for resource-constrained law enforcement agencies by tapping civilian volunteers to supplement their community's law enforcement professionals in order to free up officers for frontline duty. For the City of Naples, under the same V.I.P.S. pseudonym, that goal extends to our agency's Emergency Services component, too.

In keeping with the spirit and intent of National Citizen Corps programs, the Naples Police and Fire Department (NPFD) has begun a reorganization of its modest citizen volunteer program under the V.I.P.S. rubric. Preliminary plans include more aggressive recruitment of City and county residents with skills and knowledge supportive of the program goal. Traditional volunteer work for the agency will be bolstered by a series of special projects to be managed in part via combined career and volunteer membership teams. Several immediate volunteer projects are underway and in need of V.I.P.S.:

Police Accreditation Facilitation Team: V.I.P.S with career experiences in program and policy development and management are encouraged to apply. Prior law enforcement experience may be useful, but not essential.

Fire Accreditation Facilitation Team: VI.P.S. With career experiences in program and policy development and management are encouraged to apply. Prior fire and emergency services experience may be useful, but not essential.

V.I.P.S. team volunteers should be prepared to average at least 2 hours weekly during a normal business day to their assigned project.
